Suite aux récents travaux et communications concernant le Local Content de l’Algérie et la possible/nécessaire transformation de son industrie énergétique,
l’ACP souhaite être force de proposition en organisant une mission collective sur l’Algérie en Automne 2021.

Cette mission pourrait être intégrée au Napec (27-30 Septembre 2021 Oran) si la situation sanitaire l’y autorise
ou fera l’objet d’un séminaire à Alger avec le Ministère de l’Energies et du Ministère des Energies Renouvelables et de la Transition Energétique, Sonatrach, Total…  couvrant les Intervention techniques suivantes :
-Réduction gaz torché
-Amélioration taux récupération gisements, exploitation gisements marginaux ou complexes
-Développement industrie locale oil & gas (local content)
-Production H2 locale

Forum du 7 décembre 2019, l’ACP Réflexion & Force de Propositions (Transition Bas Carbone)

Un grand merci à la bonne trentaine de participants qui ont affronté les difficultés d’approche.
D’autres ont essayé (sans y réussir) à rejoindre notre amphithéâtre.

Dans le cadre de la vocation de l’ACP : Réflexion & force de Propositions, nous avons concentré nos échanges sur :
-Transition bas carbone industrie pétrolière avec l’hydrogène.
-Réduction gaz torchés.
-Formation & partenariats pour le « Local Content ».

Avec un premier bilan des trois Groupes ACP mobilisés sur ces thèmes et souhaitant obtenir une plus large contribution et engagement.
Groupe 1 : Transition bas carbone de l’industrie pétrolière avec utilisation de l’hydrogène (P Portolano EOSYS)
Groupe 2 : Réduction du gaz torché des champs de production du pétrole (D Legros ARCLES)
Groupe 3 : Le développement du Local Content (JL Gaillard président ACP)

Forum du 19 Janvier 2019: partenariat avec l’industrie pétrolière Algérienne (formation, Local content, Assistance…) et conférence Napec 11 mars 2019 à Oran.

Plusieurs intervenants (internes & externes) sont prévus. Le projet Sonatrach SH2030 représente une belle opportunité de déploiement pour la formation des techniciens d’exploitation et le développement du Local Content.

Le programme (de 9h30 à 12h30) comporte les éléments suivants :

• Charles Thiemele, Dr Développement AOT Trading : Challenges et opportunités de l’énergie en Algérie horizon 2030, et montée en puissance du Sénégal

• Salim Mostefaoui Club d’Affaires pour le Développement des Entreprises en Algérie : PME Algérienne, attentes des para-pétroliers

• Jean Louis Gaillard, Ecole de Physique et Chimie de Paris, spécialisation/ recherche à l’IFP sur l’automatisation des appareils d’analyse, expérience de 25 années chez Honeywell dans le management (filiale Turque et des Turkic Republics, l’ingénierie, la formation et la maintenance d’instrumentation et systèmes. 4 années de management de la zone Afrique pour IPEDEX. Président de l’Association des Consultants Pétroliers.
• Charles Thiemele Head of the Africa Trading Desk at AOT Trading, a Zug-based global trading firm specialized in oil and gas. He started his professional career as an auditor with Andersen and General Electric (GE) before to head the Swiss office of SAHARA Energy, a leading Nigerian indigenous company. He graduated from Polytechnique Montréal in Chemical Engineering and holds a Master’s degree from HEC Paris.
• Didier Legros Responsable du pôle énergie d’ARCLÈS, qui propose son expérience internationale diversifiée dans un grand groupe pétrolier, et son expertise de 10 ans de conseil dans les marchés de l’énergie, leur régulation et le fonctionnement de leurs institutions, nous exposera les progrès réalisés et restant à faire dans la réduction du gaz torché en Algérie (important pays émetteur) en particulier.

En prolongation de ce forum il a été décidé de faire au NAPEC à la mi-mars à Oran, une conférence, pour laquelle nous avons été préselectionnés, sur «Local Content- Integration in Petroleum Industry and Country Value» :

This conference is an ideal continuation of 25 years of day to day cooperation on Algerian petroleum plants (upstream, transportation, downstream), including the Business France mission in mid December 2018 and the ACP Forum mid January 2019 in Rueil Malmaison targeting the In Country Value development within the Algerian Engineering and Construction companies.

Our Association is based in 70 members (experts covering all the chain of oil & gas exploration, production, transport and transformation) supported by 10 partner companies giving the back office facilities for our different expertise domains.
Although our experts cover the entire world, our involvement and visibility is targeting the African continent, with a special consideration to Algeria.

The French petroleum industry, from where our experts come, has a long history of developing technologies and operating petroleum services. Schlumberger was initially a French company, TechnipFMC too, and other French companies have been leaders in the development of horizontal drilling, geology and geophysics, subsea equipments, pipeline construction, geochemistry, and more…

Already 3 years ago, at the beginning of the current petroleum crisis (impacting some 15.000 French specialist in our petroleum industry), we were addressing the impact of the declining barrel cost to the Local Content. We were referring to a Price Waterhouse Coopers study stating that the oil & gas companies working in Africa were concerned by the requirement to develop local competencies driving to a reduction of the use of expat experts in the coming years.

This societal approach (covering: local recruitment, training, local sourcing of goods and services) has been followed with difficulty and at higher cost than for the traditional import of goods and services.

A long term vision (such as Sonatrach SH 2030) is therefore necessary to motivate a mutual effort to reach a social welfare. Our experts are used to do it, giving their assistance to the local companies helping them to grow in competency and safety in order to be considered as qualified tenderers for the many coming international projects in the Algerian petroleum market.
“The drop in oil prices that began last years is having a substantial impact on the economies of African producers. Algeria, who relies on its petroleum export revenues heavily is struggling to pay for its subsidies and welfare system. Sonatrach spends $23 billion a year in service costs. Typical examples have been chosen for the NAPEC conference such as

• Gas flaring reduction, Zero Routine Flaring by 2030 initiative
• Capture and storage of CO2 (with possible reinjection in oil fields for EOR),
• Climate Change (address the causes of climate change, deal with the consequences of climate change, and negotiate international cooperation to implement the Algerian climate governance)
• Partnership with IAP (Institute Algerian of Petroleum) to de-multiply the operation & maintenance training
• Training and coaching audit specialist on HSE (Safety & Environment General Inspection)
• Training and coaching On Scene Commanders for passive defense in case of plant accidents

All of these development will be done together with the empowerment of the local industry, clarifying for each candidate local company its own best market development target (benefit versus effort), and then assign a candidate international company to train and coach its local partner.
